Prior to being elected President, Lou served as NYSDA’s Vice-President and Legislative Chairman.  He has been active in NYSDA for many years.  He currently holds the rank of Administrative Lieutenant with the Rockland County Sheriff’s Department.  Lou started as a Trainee with the department in 1978, and also worked as a civil deputy before becoming a patrol deputy in 1980.  He is active in the Rockland County Deputy Sheriffs Association, and served as president for six years.  He is also a delegate in the Rockland County Shields.  Lou has graduated from the prestigious F.B.I. National Academy.

Jerry is a Chautauqua County Deputy Sheriff, and has been with the department since 1988.  From 1976 to 1988 he was a member of the Hanover Police Dept., serving as chief from 1984 to 1988.  He is currently the president of the Chautauqua County Deputy Sheriffs’ Association.  He has been active in NYSDA since 1990, and previously held the offices of Sgt. at Arms and Financial Secretary.  He has served as chairperson of the Conference, Bylaws and Scholarship committees.

Saratoga County

Don has been a Saratoga County Correction Officer since 1987.  He is a certified instructor by both the Commission on Corrections and the Bureau for Municipal Police.  He has been active in the Saratoga County DSBA since 1990, holding the positions of Secretary, 2nd Vice-President and 1st Vice-President.  He is currently the Saratoga County DSBA president.

Deputy Carl Farber
Herkimer County

Active in NYSDA since 1980, Carl Farber is the “senior” member of the executive board.  Currently Treasurer, Carl has also served as Vice-President of the organization.  Carl is a Deputy Sheriff with the Herkimer County Sheriff’s Office, and a member of the Herkimer County Deputy Sheriff’s Association.  He is currently assigned to the building security detail, and also serves as a department firearms instructor and armorer.  Carl has been a member of the Herkimer County Sheriff’s Office since 1977.

Niagara County

Bill has been active in NYSDA for since 1996 and is a member of the legislative committee.  He previously held the office of Sgt. at Arms, and has served as chairman of the by-laws and scholarship committees.  He has served as past president of the Niagara County Deputy Sheriffs’ Association.  He has been a Niagara County Correction Officer since 1988.  In addition to his regular duties, Bill is a member of the Corrections Emergency Response Team (CERT).

Sergeant William Scott
Genesee County

Bill has been active in NYSDA since 2001.  He started his career with the Genesee County Sheriff’s Office in 1977, serving as a civilian dispatcher.  He attained the rank of deputy in 1980 and worked in the jail until 1983 when he was assigned to road patrol duties.  He is a field training officer and a certified police instructor.  He was promoted to sergeant in 1989 and currently supervises the building security unit.  He is the head of the department’s accident reconstruction team and previously ran the scales division.  Bill has been president of the Genesee County Deputy Sheriff's Association since 1999.  Prior to that time, he served as vice-president.  Bill chairs the scholarship and membership committees for NYSDA.

 Tom started his law enforcement career as a Trainee with the Monroe County Sheriff’s Office in 1975.  He was hired as a patrol deputy in 1977, and was promoted to sergeant in 1986.  In 1987 he was elected president of what was then Local 2964 of Council 82, and which ultimately became the Monroe County Deputy Sheriff’s Association.  Tom remained president until his retirement in 1998, and during that time represented over 700 deputies in the jail, patrol, court security and civil divisions.  He holds an Associate In Applied Science Degree in Criminal Justice from Monroe Community College, and a Certificate in Labor Studies from Cornell University’s School of Industrial and Labor Relations.  Tom was active in NYSDA as president of the Monroe County unit, and has served as Executive Director since 1998.

Father Valentine Krul

Father Krul (fondly known by most as Father Val) is NYSDA’s Chaplain, a position he has held since 1984.  The son of a former police chief, he has been immersed in law enforcement all of his life.  Father Val holds both Master of Divinity and Master of Arts Degrees.  Father Val was ordained a Roman Catholic Priest on May 7, 1977 in the Diocese of Syracuse.  He currently serves as Pastor of St. Mary’s Church in New York Mills, NY, a position he has held since 1994.  Over the years he has served as chaplain to countless law enforcement agencies and fire departments, and he offers counseling and spiritual assistance to NYSDA members across the state.

John Black

Prior to joining Hinman Straub in 2005, Mr. Black was Counsel to the New York State Comptroller, where he served as Lead Counsel in two pension raid lawsuits. The first, McDermott v Regan, resulted in a favorable Court of Appeals decision. The second, McCall v New York State, resulted in a negotiated settlement with the New York State Governor and the New York State Legislature after a favorable decision at the Appellate Division level. In addition, Mr. Black successfully lobbied for many public retirement benefits including the first ever Cost of Living Adjustment for public employees in New York State. He has also obtained favorable private letter rulings from the Internal Revenue Service relating to the taxability of public pension benefits and the establishment of the first excess benefit plan for a public pension plan in the Unites States.

Mr. Black’s key clients have included the New York State Professional Fire Fighters Association; NYS AFL-CIO; Organization of Management/ Confidential Employees; and various fire fighter locals and individual clients seeking disability benefits or pension benefits.

He is a member of the New York State Bar Association’s Labor and Employment Law section and a former member of the Broadband Tax Institute; Government Finance Officers' Association; and the National Association of Public Pension Attorneys.

Ronald G. Dunn is a partner in the Albany law firm of Gleason, Dunn, Walsh & O'Shea.  He primarily represents the employee in labor and employment disputes. A graduate of the State University of New York at Albany, Mr. Dunn received his J.D. degree from Albany Law School of Union University.  He has served as an adjunct faculty member for the Masters Degree Program at Russell Sage College teaching Labor and Employment Law.  Mr. Dunn is a member of the AFL-CIO Lawyers Coordinating Committee and a member of the Albany County, New York State and American Bar Associations.  He is a member of the Labor and Employment Law Sections of both the New York State and American Bar Associations and a member of the Executive Committee of the New York State Bar Association Labor Law Section. Mr. Dunn is also a member of the National Employment Lawyers Association (“NELA”), and a member of the Executive Board for NELA-New York.  He is a member of the Board of Editors for the New York Employment Law and Practice Monthly.  Lawrence J. Andolina is a partner in the Rochester law firm of Trevett Cristo Salzer and Andolina PC.  He specializes in litigation, criminal defense and public sector labor law.  He received a B.A. degree from Boston College, and received his J.D. Degree from Albany Law School of Union University.  He served as an Assistant District Attorney in Monroe County prior to going into private practice.  Mr. Andolina is a member of the National Association of Criminal Defense Lawyers and is listed in both Who’s Who in American Law and Best Lawyers in America.  He is a member and past president of both the Monroe County Bar Association and the Judiciary Committee.
